Germany builds armies in Frankfurt and Berlin. germany also builds a fleet in Hamburg.

Egypt builds armies in Alexandria and Aswan, also a fleet in Cairo.

During this phase, the game really has been turned around for me. For years I had been sure that Hippie would win. Suzi and Piers had to walk such a fine line to stop him - Hippie could have won several times due to misorders in the east. It was not, however, to be. After almost a year of gameplay (real time) the players decided that a natural end had been reached.

So, at this point, Hippie proposed a draw, which was unanimously accepted by all surviving players.
